Zelenskyy said the United States asked Ukraine to refrain from strikes on Moscow and St. Petersburg from August 25–27, a request Ukraine complied with while Russian attacks continued. Iran’s military and security forces are experiencing desertion problems, with desertion rates reaching as high as 90 percent in some units, Iran International media outlet reported on Monday. According to the report, 350 police forces abandoned their posts at a single base and the overall operational preparedness of security forces is believed to have declined. Low morale, economic hardship, dissatisfaction contribute to the unrest within segments of Iran’s military and security forces. According to information obtained by the outlet, an estimated 5,000 personnel from Iran’s military and security apparatus have been killed, with over 15,000 more injured, during the ongoing US-Israeli strikes that began on February 25. A significant portion of the fatalities occurred during air attacks targeting missile and drone divisions. Among those most heavily affected are members of the Revolutionary Guards, Basij militias, and units responsible for riot control. The same sources suggest that the government has attempted to keep the scale of losses from public view by limiting funeral and burial gatherings. Families of the deceased have reportedly been instructed to conduct mourning ceremonies in private. Information reviewed by Iran International indicates that members of certain police special units were informed on Friday of disruptions in salary payments. This marks the third such delay in recent months. In reaction, some personnel reportedly refused to participate in pro-government demonstrations, and operational deployments in several major cities were affected. Further reports suggest that retired personnel and some members of the regular army have gone unpaid for two consecutive months. There are also claims that some senior officials blame the Revolutionary Guards for taking advantage of financial difficulties at Bank Sepah, allegedly using the situation to weaken police forces while bolstering institutions aligned with the clerical leadership. Additional accounts indicate that the Revolutionary Guards have attempted to address staffing shortages by calling retirees back into service and offering certain prisoners amnesty in exchange for cooperation with security forces. Within the air force, morale and readiness are described as low. Following reports that a Yak-130 aircraft was shot down during an encounter with an Israeli F-35, many pilots are said to be hesitant to carry out combat missions against Israeli or US forces. Vladimir Putin used a bizarre killer-whale-and-polar-bear analogy while speaking to students—and then connected that “food chain” directly to Russia’s war against Ukraine. But Putin’s rhetoric is only one part of a much larger warning emerging from Russia and Eastern Europe.

Polish Prime Minister Donald Tusk says the next seven to eight months could be critical for Ukraine, Poland, and the entire region. He warns that Russia appears to be preparing for escalation and cites assessments that Moscow may seek to mobilize another 600,000 soldiers. At the same time, Kremlin spokesman Dmitry Peskov says there are no grounds for improved relations with NATO or the European Union and accuses Europe of mobilizing its military potential against Russia.

We also examine the devastating explosion near Kyiv that killed 37 people. President Zelenskyy acknowledged that a major ammunition storage facility was located where it “definitely should not have been” and promised a full investigation. Finally, we look at Putin’s meeting with Alexander Lukashenko and a serious strategic problem facing Washington: reports that U.S. missile and air-defense inventories have been heavily depleted by transfers to the Middle East, potentially complicating American contingency planning in Europe and Asia.

Russia may be preparing for another major mobilization—and inside Russia, the warning signs are getting harder to ignore.

In this update, we go inside Russia to examine a military enlistment notice received by a 38-year-old Russian, damage at a Wildberries facility in the Tula region, and a growing queue at a Moscow Rosneft gas station. President Volodymyr Zelenskyy says Ukrainian intelligence has confirmed Russian preparations for a new mobilization after parliamentary elections, potentially involving several hundred thousand additional Russians.

Then we turn to Ukraine’s next major danger: winter. The Institute for the Study of War and Ukrainian officials are warning that Russia is likely to intensify attacks against Ukraine’s energy infrastructure while Kyiv continues to face shortages of critical air-defense interceptors.

Garry Kasparov is asking the question NATO still hasn’t answered: if Western forces could help shoot down Iranian missiles headed for Israel, why not Russian missiles headed for Ukraine?

That question comes as Turkish Foreign Minister Hakan Fidan warns that if Russia reaches a survival-level crisis, Moscow could turn to whatever “last resort” it has available.

Meanwhile, Russia launched major attacks on Odesa and Zhytomyr, damaging energy infrastructure, homes, and a German-owned automotive plant employing roughly 3,500 people. Ukraine answered by destroying a long-targeted Russian S-400 system near Gelendzhik and striking additional Russian air-defense and military targets.

President Zelenskyy says every Russian strike will be answered and that the campaign against Russian oil is becoming increasingly painful for Moscow. Magyar then lays out his five conditions for how this war ultimately ends: Russia must lose the financial, military, logistical, manpower, and political capacity to continue.

I examine the economic stresses surrounding Russia’s September 2026 Duma election and what Putin may do after securing the mandate he seeks. Reports this week pointed to fuel queues, the release of gasoline reserves ahead of voting, corporate-bond defaults reportedly up 63% year over year, and a 12% decline in Russian travel-agency demand.

I also look at the agricultural dislocation: sunflower prices have fallen amid a 50% export duty, while industry sources describe wheat exports as down at least 60%. The government’s proposed purchase of 3 million tons of grain is far below the 10 million tons analysts say may be needed in the south. Finally, I assess the reported transfer of Nestlé, Auchan, and other foreign subsidiaries to Lev Management, Aeroflot’s MC-21 delivery promises, and the pressure that economic hardship may place on recruitment and future Kremlin choices—from further seizures to mobilization or hybrid coercion.
